The Government of British Columbia introduced a new piece of legislation in 2016 to better manage water resources called the Water Sustainability Act (WSA). In an ideal world, statutory decision makers working under this legislation would make decisions that both protect the water resources as well as provide people with enough water to meet all of their needs. However, water has complex interactions and is a limited resource – often times a “unicorn” solution doesn’t exist to make everyone happy. From navigating legal intricacies to enforcing existing water rights, this interactive presentation is meant to shed some insights into the governmental decision-making process and discuss some of the challenges that decision makers have to face every day.

The main topics of discussion will be:

1. The WSA and administrative law
2. Social, economic, and political considerations
3. Remnants of the past legislation
4. The human aspect
5. Limits of data and resources
6. Communication barriers
Biography
Jason Chiang recently completed his undergraduate degree from the British Columbia Institute of Technology in Environmental Engineering. After graduation, he worked under a contract with the Ministry of Forests, Lands, as Natural Resources Operations, and Rural Development (FLNRORD) as a Water Resources Technologist, where he learned about water management from the perspective of the public sector as well as some of the hidden challenges decision-makers face that aren’t always apparent from the outside. Jason actively volunteers his time with the CWRA and BCWWA and continues his career in water resources at Stantec.
