2026-2030 Strategic Plan

CWRA initiated the development of a new Strategic Plan (the ‘Plan’) in 2024 to guide our work for the next five years, while building on the 2022-2024 Strategic Direction. After evaluating our progress and outcomes from the 2022-2024 Strategic Direction, we recognized the need to take a step back and thoughtfully re-examine our organizational focus, including our mission, vision, and values. Throughout 2025, we conducted a comprehensive assessment of CWRA’s current state, gathering insights through surveys and facilitated discussions with our board, branches, affiliates, programs, members, and the broader community. Through an iterative and collaborative process, we built consensus on our path forward, culminating in the new 5-Year Strategic Plan (2026–2030).  It was approved by the National Board at the January 2026 Board Meeting.

CWRA envisions a future where water connects resilient landscapes and sustainable communities, and water decisions are guided by collective responsibility, strong collaboration, and diverse knowledge systems.

We empower informed water decision-making.

Stewardship – We acknowledge that we are stewards with responsibilities to water and the systems that sustain it. Our actions today shape the landscapes and communities of tomorrow.

Inclusivity – We honour diverse voices and ways of knowing. We commit to listen across differences and create space for varied perspectives on water and its future.

Connection – We build bridges: across sectors, across generations, across regions. By strengthening our connections to each other, we become better stewards of the water that connects us all.

Catalyze Knowledge Sharing

We connect practitioners, researchers, students, and policymakers through different opportunities to share and expand knowledge.

CWRA’s legacy and future are rooted in knowledge. This pillar challenges us to develop a mindful approach to knowledge sharing, while also better maintaining and making accessible information that is shared through our network. 

Support Education and Skills Development

We create opportunities for the educational development of students, and the personal and professional development of members through training programs, mentorship, scholarships, youth programming, and national leadership development opportunities.

Our water future depends on the people who study, work with, and protect it. CWRA will foster professional and leadership growth in its community for everyone, from students to senior practitioners.

Strengthen Branches,  Affiliates, and Programs

We support and strengthen our Branches, Affiliates, and Programs to allow them to focus on providing relevant events, welcoming volunteers, and leading water conversations.

CWRA’s strength lies in its network of Branches, Affiliates, and Programs—each a hub of regional, provincial, or subject matter expertise and engagement. This pillar ensures that our distributed structure is cohesive, resourced, and sustainable.

Internal Collaboration 

CWRA is committed to strengthening the internal network between National, Branches, and Affiliates. This includes:

  • Shared platforms for communication, planning, and reporting.
  • Role clarity and trust between volunteers, staff, and governance bodies.
  • A culture of sharing and cooperation across the organization.

Fiscal Responsibility

CWRA prioritizes strong financial health, resource alignment, and operational sustainability. This includes:

  • Diversifying revenue through grants, partnerships, membership, and sponsorships.
  • Resourcing initiatives that align with strategy and sunsetting those that do not.
  • Ensuring fiscal transparency and accountability at all levels.
  • Investing in internal capacity.

Good Governance

CWRA is committed to transparent, inclusive, and accountable governance at all levels—from the National Board to Branches and Affiliates. This means:

  • Clear decision-making processes that are consultative and rooted in CWRA’s mission.
  • Continuous board and committee development to strengthen volunteer and strategic capacity.
  • Actively creating space for underrepresented perspectives in program design, policy, and leadership.

Building Meaningful Indigenous Relationships

CWRA is committed to ensuring that Indigenous values, ways of knowing and knowledge of land and water are heard, respected, and included in discussions and decision-making in our organization and beyond. 

  • CWRA will work to move towards reconciliation and meaningful implementation of the United Nations Declaration on the Rights of Indigenous Peoples.
  • CWRA board and affiliate members should share a foundational understanding of Indigenous cultures, rights, their relationship with land and water, and the shared history of colonial practices in Canada. This will allow us to address biases and build meaningful relationships with Indigenous partners
  • Meaningful relationships take time and effort to build. CWRA must demonstrate our values and commitment over time to ensure we are a welcoming and respectful space.

2022-2024 Strategic Direction

The 2022-2024 Strategic Direction focuses on key areas for development and growth of the association while carrying on core activities such as the Annual National Conference, quarterly publication of Water News, and the CWRA Journal. This Strategic Direction was developed by our Strategic Planning Committee, with input and feedback from our National Executive, Board of Directors, Affiliates, Branches, and Programs. While our Vision and Mission Statement are unchanged, we have updated our Value Statement, Objectives, and Strategic Goals from our previous Strategic Plan (2012), and we have identified priority actions to implement these Objectives and Goals. Over the rest of 2022, we will develop measures and reporting to help us with evaluating our progress on our Strategic Direction.

Our Strategic Direction provides guidance to the National Executive, Branches, and affiliate Societies of CWRA. It was approved by the National Board at the June 2022 Board Meeting.

Water is essential for life. As an association, we believe that water management and stewardship decision-making should be open, transparent, collaborative, and based on science, evidence, and multiple forms of knowledge and understanding. CWRA strives to be inclusive, collaborative, and welcoming. We foster open participation and transparency in our governance and activities.

These values are shared by our National Organization, our Branches, and our Affiliates.

CWRA’s Objectives

  1. To provide a forum for the exchange of knowledge about the stewardship of water;
  2. To provide resources for students, early career and established professionals, and the broader water community in Canada;
  3. To support future generations of Canada’s water community through education and professional development opportunities;
  4. To facilitate connections between diverse members of the water community;
  5. To provide leadership and expertise on effective and sustainable management of water in Canada and internationally.

CWRA’s Strategic Goals

The Canadian Water Resources Association has adopted as its strategic goals:

  1. Facilitate discussions and knowledge exchange within the water community.
  2. Empower students and young professionals in the water community.
  3. Strengthen water education and training in Canada through our affiliates and programs.
  4. Embrace diversity and promote inclusiveness within the association.
  5. Increase membership, and engagement with current members.
  6. Ensure financial and organizational resiliency of the association.

Communications Plan

While these guidelines form part of the external communication strategy, it is understood that internal communication protocols and roles play an integral  part in making Canadian Water Resources Association (CWRA) successful. The guidelines are intended to direct communication approaches for each branch and affiliate that forms membership with the CWRA as well as communication protocol for all members, particularly those who are new members of the CWRA.

This document outlines CWRA’s communications plan (both external and internal) to ensure that CWRA is successful in meeting its goal as the national voice on effective water management.

Our success is measured by our ability to reach the right audiences with the right messages, ultimately affecting attitude, opinion, or behaviour toward water issues.

Taking a planned approach to communications within the CWRA will result in clear-cut measurable objective strategies to reach those objectives, tactics to  carry out the strategies, and evaluation techniques to gauge success. CWRA developed the following plan in order to remain relevant in its current communication efforts.

Towards a Canadian National Water Strategy

Significant threats to water resources exist across Canada. Climate change is an emerging challenge in all parts of the country, but numerous long term problems also exist, with serious implications for Canada’s environment, economy and society. The process outlined in this report begins with the formation of a leadership team, comprised of people who can speak to the needs, concerns and interests of the various stakeholder groups identified by or in the report.
