Presentation Abstract:

With 85% funding from Japan, in 2011 the Delhi Water Board in India completed the first water improvement project as part of their new Master Plan and Feasibility Study, focusing on the oldest and most densely populated urban core. Because the Yamuna River water resource was limited, the project objective was to adopt a comprehensive asset management approach to achieve equitable and continuous water distribution (24:7 water supply), reducing non-revenue water from over 50% to less than 15%. The project objectives were achieved by implementing a comprehensive program including: Design, Construction, Installation, Testing, Commissioning and Automation with 15 years of Operation and Maintenance of the Chandrawal Water Treatment Plant, plus renovation and new construction of transmission mains, distribution system, creation of district metering areas, renovation of underground reservoirs and pumping stations, replacement of consumer service pipes and water meters and implementation of water distribution Supervisory Control and Data Acquisition (SCADA) systems.

A 5-firm team of international and local consulting engineering firms were engaged and Charles Kretch was the project manager of this consortium. Charles will tell us about his experience managing this project emphasizing the importance of asset-management principles, as well as other professional international experience over his career.


Guest Speaker : Charles Kretch

Charles Kretch is a Professional Engineer and Designated Consulting Engineer with a Master’s degree in Civil Engineering from U of T with over 60 years of professional experience in Canada (40%) and overseas (60%). In Canada, he was a District Engineer with a Provincial Water Authority followed by extensive municipal consulting engineering experience managing projects throughout Ontario, and in Nunavut. Internationally, Charles has managed projects valued in the multi-million dollars, involving complex multi-discipline and multi-national organizations and teams at locations throughout the Caribbean Region, Saudi Arabia, and in 79 cities across Asia.

Charles has extensive engineering experience in infrastructure planning, design, construction and commissioning of projects in the fields of: water resources, urban water supply, wastewater, solid/hazardous waste, drainage and flood control, and environmental management/climate resilience. In Asia, he has extensive water resources experience on major river basins namely the Yangtze and Yellow Rivers (China), and the Ganges and Brahmaputra Rivers (India).
